We have begun an environmental study for potential new zoning for the 130th and 145th station area. This study, called an Environmental Impact Statement (EIS), provides the City, public, and other agencies with information about potential environmental impacts and mitigating measures. The City is soliciting feedback by August 22 on the draft topics and alternatives that we are proposing to analyze. This process is called “scoping”. A community meeting was held on July 21 to give an overview of the topics and draft alternatives and to answer questions about the 130th and 145th Station Area EIS.
Environmental Impact Study Scoping Begins
The Plan included Early Action 1.12: “Undertake a detailed zoning and environmental study for the station area. Study a range of housing types, uses and heights to determine how best to advance the vision of walkability, diverse housing, small scale retail and greenspace protection.”
This study is known as an EIS. Through this process, we can learn how different land-use alternatives and other strategies will impact the built and natural environment in the station area. This process allows thoughtful implementation of identified strategies to mitigate any adverse impacts and provides information to the public and policymakers before any decisions are made.
The City is also undertaking an EIS for citywide growth alternatives in our Comprehensive Plan. Because those changes could also affect the station area, we are aligning both EIS processes. Over the next two years the project will go through distinct phases: Scoping, Draft EIS and Final EIS.

Final Plan
Thank you to all who provided thoughtful and important feedback on the Draft Plan. We’ve incorporated a few changes into our Final Plan:
- Minor corrections
- Updates for early actions and implementation where needed
- Added a list and links to the many transportation and infrastructure projects in the area
The core vision, which drew a positive community response, remains unchanged. Suggestions to include or exclude specific parcels in rezones will be considered in the next phase of work.

Over the next 13 years, faster and more frequent transit service is coming to North Seattle. The 130th & 145th Station Area Planning is an opportunity for the community to come together and create a vision for the area surrounding the future light rail stations.
The City of Seattle initiated this planning process to engage City departments, public agencies and the community to consider what changes this regional investment may bring and how it can benefit current and future residents, as well as those working and enjoying recreation in the area.
The term "station area" typically refers to the area around a station that is accessible within a ten-minute walk. On flat terrain, this roughly correlates to a half-mile walk. We will also study a larger area to understand how the new stations can be accessible by bus, bike, and cars.
Station area planning does not address the design, construction or operation of light rail alignments, stations or service. Learn more about Sound Transit's system expansion.
Project Goals
Working closely with the community, the City will draft and adopt a plan to implement the community vision.
- Plan for future changes, services and other opportunities near the stations.
- Design sidewalks, bikeways and street improvements to make it easy to walk or bike to the station.
- Coordinate and prioritize City investments to achieve multiple benefits.
- Improve the capacity of the neighborhood to advocate for community goals.
