About the Council

The Southeast Asian Advisory Council to the Seattle Police Department (SPD) was created in 1998, becoming one of ten such councils that work collaboratively with the police. The Council was created to discuss the concerns of the refugee and immigrant communities. 


Our Areas of Focus

  • Maintain direct lines of communication that build trust between the Southeast Asian communities and the SPD.
  • Promote open and respectful dialogue that builds trust between the Southeast Asian communities and the SPD.
  • Increase the awareness of SPD programs and services, crime prevention, and public safety among the refugee and immigrant communities of Southeast Asia.
  • Work within the Southeast Asian communities and with the Department to promote, understand, and respect the similarities and differences of both the Southeast Asian and police cultures.
  • Work to improve access to programs and services provided by the SPD and the City of Seattle.

Council Liaison

Officer Jing Wu

I am Officer Jing Wu with the Seattle Police Department. I was born and raised in Guangdong, China, and moved to the United States in 1999. I speak Mandarin, Cantonese, and Toishanese.

I grew up in Portland, Oregon, and graduated from Portland State University in 2015 with a bachelor's degree in Criminal Justice.

I was hired by the Seattle Police Department in December 2019 and serve as a Police Officer. My primary role is as a Patrol Officer at 2nd Watch, West Precinct. My sub-role is Chinatown Liaison Officer. I am committed to serving my community with love, dignity, compassion, and respect. 

I enjoy participating in community and sports events, where I have the opportunity to interact with community members and learn from them to expand my knowledge. Most people are very interested in my work, and I am happy to answer any questions related to it to help others better understand the current police work in Seattle.

我是西雅图警察局的伍警官。我出生并成长于中国广东,1999 年移居美国。我会说普通话、粤语和台山话。

我在俄勒冈州波特兰长大,2015 年毕业于波特兰州立大学,获得刑事司法学士学位。

 我于 2019 年 12 月受聘于西雅图警察局,担任警官。我的主要职责是西区第二巡警队的巡逻警官。我的副职是唐人街联络官。我致力于以爱、尊严、同情和尊重为我的社区服务。

 我喜欢参加社区和体育活动,在那里我有机会与社区成员互动并向他们学习以扩展我的知识。大多数人对我的工作非常感兴趣,我很乐意回答与之相关的任何问题,以帮助其他人更好地了解西雅图目前的警察工作。

Council Liaison

Officer Alex Malenchenko

My name is Alex Malenchenko. I work patrol for the West Precinct. I patrol the the following areas: the Chinatown-International District, Lumen Field and various areas of downtown.

I am a liaison for the Chinatown-International District. I have facilitated and participated in multiple community events ranging from making bubble tea to discussing public safety with community members. 

My ultimate goal is to bridge the gap between Policing and the Community. Developing positive relationships and interactions with the community is very vital to the future of police work. I look forward to creating memorable moments and events with the community that I patrol.
