Stadium Area 

Parking and Access Review Committee (PARC) Review

The Parking and Access Review Committee was created pursuant to Ordinance 119534, which approved the street vacation for Safeco Field.  It is comprised of representatives from Pioneer Square, International District and Duwamish neighborhoods, stadium/ballpark owners and operators, transportation and transit agencies and City of Seattle departments. 

Parking and Access Review Committee provides an opportunity for technical and community review of event venue transportation and parking issues; it is also responsible for approving the Transportation Management Plans for the ballpark and stadium.  

The following types of special events are subject to review by Parking and access Review Committee: 

  • Any event scheduled in the ballpark or stadium that will involve crowds greater than 15,000 and 20,000 respectively; or  
  • Any event to occur within the area bordered by South Holgate Street, 5th Avenue South, South Main Street and Alaskan Way that is required to have a Special Events Permit.  

Event sponsors should present information to Parking and Access Review Committee for its review prior to the Special Events Committee approval.

Seattle Center

Use of Seattle Center facilities or grounds is under agreement directly with the Seattle Center. 

Memorial Stadium 

Memorial Stadium and the adjacent parking lot at Seattle Center are owned and operated by Seattle Public Schools. Contact athletics@seattleschools.org.

UW Campus 

Special events on University of Washington campus are reviewed and approved by the Use of University Facilities Committee

Seattle City Hall and City Hall Plaza

Federal Property 

Many free speech events include a rally at the Henry M. Jackson Federal Building (915 2nd Ave) or the Seattle Courthouse of the US District Court (700 Stewart St).  Any activity on these or other federal properties requires permission.
